Annotation This book collects a number of Martin Shefter's most important articles on political parties. They address three questions: Under what conditions will strong party organizations emerge? What influences the character of parties--in particular, their reliance on patronage? In what circumstances will the parties that formerly dominated politics in a nation or city come under attack? Human reproductive cloning is an assisted reproductive technology that would be carried out with the goal of creating a newborn genetically identical to another human being. It is currently the subject of much debate around the world, involving a variety of ethical, religious, societal, scientific, and medical issues. "Scientific and Medical Aspects of Human Reproductive Cloning" considers the scientific and medical sides of this issue, plus ethical issues that pertain to human-subjects research. Based on experience with reproductive cloning in animals, the report concludes that human reproductive cloning would be dangerous for the woman, fetus, and newborn, and is likely to fail. The study panel did not address the issue of whether human reproductive cloning, even if it were found to be medically safe, would be - or would not be - acceptable to individuals or society.

Why isn't the whole world as rich as the United States? Conventional views holds that differences in the share of output invested by countries account for this disparity. Not so, say Stephen Parente and Edward Prescott. In Barriers to Riches, Parente and Prescott argue that differences in Total Factor Productivity (TFP) explain this phenomenon. These differences exist because some countries erect barriers to the efficient use of readily available technology. The purpose of these barriers is to protect industry insiders with vested interests in current production processes from outside competition. Were this protection stopped, rapid TFP growth would follow in the poor countries, and the whole world would soon be rich.Barriers to Riches reflects a decade of research by the authors on this question. Like other books on the subject, it makes use of historical examples and industry studies to illuminate potential explanations for income differences. Unlike these other books, however, it uses aggregate data and general equilibrium models to evaluate the plausibility of alternative explanations. Power, Prayer and Production: The Jola of Casamance, Senegal (Cambridge Studies in Social and Cultural Anthropology, Series Number 82)

The Jola (Diola) are intensive wet-rice cultivators in the Lower Casamance region of Senegal. In this study, the author examines the reasons behind startling contrasts in the organization of agricultural tasks among three Jola communities located within a 45-kilometre radius from Ziguinchor. In Sambujat, situated in the non-Islamisized region south of the river, wet rice is a monocrop cultivated by both men and women. In Jipalom, in the Kajamutay region north of the river, Islam and cash cropping have been adopted; and in Fatiya, in the so-called 'Mandingized' region of the Kalunay, social relations have become hierarchical and this has had profound effects on the cropping system and on the division of labour. The author examines the shift of power relations over time, and their effects on the way in which production has been organized by age and gender, kin and class. Larger issues dealt with are Islamization, women's labour and the introduction of cash cropping. A concluding section places the history of Jola labour relations within the context of the political economy of Senegal.

This volume brings together contributions from a diverse group of authors each of whom have worked extensively on privatization and related reforms, such as restructuring and bankruptcy, in the transition economies of Central and Eastern Europe (CEE), the Commonwealth of Independent States (CIS), sometimes referred to as the Former Soviet Union, and South East Europe (SEE). A chapter on Chinese state enterprise reforms and privatization has been included in this volume due to Chinas importance economically and politically, its successful reform program to-date and its unique approach to reforms. The volume is largely a retrospective of the ten or so years of reform from 1990 to 2000, focused on privatization in the transition countries since the fall of the Berlin Wall, the peaceful revolutions in Poland and in then Czechoslovakia (now the Czech and Slovak Republics), the break-up of the Soviet Union and the formation of the Russian Federation. Most of the contributors to this volume worked closely with the leading reformers in Government during this period to assist them in designing and implementing their privatization programs. One of the contributors was directly involved in the process as a leading reformer in his country, as a Deputy Minister of Economy and as Director of its Privatization Agency.
